Schooling systems are run/steered by policy.
Should we think about total 'running', 'steering' by policy?
Was it so traditionally in the history of education? Is this so in accordance with the very nature of education? or is it that rather education as a special s a special domain with its own vision comes to the cross with the wishes and demands of society, economis, state policies and reaches a kind of interference?
In accordance with the proclamation, the new principle of education management is a network governance which is a different type of governance than the hierarchical control of the state and the competitive regulation of the market. But in reality we often see not real network governance, which must be based on an agency of various educational actors, that implies democratically organized interactions, but only a combination of both hierarchical control of the state and competitive regulation of the market
